I'm a newbie to this stuff, is razing kosher for PBEMs? Am I allowed to discuss things like a peace treaty w/ Carthage even though we're in a locked war? Not that either of those would be realistic options at present...*sigh*
 
Special rules are on page 1. You can discuss a truce with Carthage if you wish, though I wouldn't hold out much hope on that right now...
 
I think that Carthage should have been an exception to the razing rule due to history but again, not that it matters.
