River Crossing Attack Penalty(-20%) Not Working

When I attacked an outpost across a river using my Armor, the game didn't calculate its correctly.



Not counting the River Crossing Penalty (-20%), I'd have a strength of 18(1.15)=20.7
Counting the River Crossing Penalty, I'd have a strength of 18(0.95)=17.1

I'm not sure if it is a tooltip bug, or a game mechanic bug, but it says I have a strength of 20.7 attacking across the river.

I don't know the math to determine if the -20% penalty was secretly applied or not despite what the tooltip said.
