It will be, even though most of the contents are already in mind from Civ IV, Zappara estimated it'll be roughly next summer before RoM v1 for Civ V will be released.

We're not just moving it from Civ 4 to Civ 5, we're going to design it for Civ 5 from scratch so it's going to be different than Civ 4 version but the overal concepts will be the same as it was in Civ 4.
