Rome: Hardest UHV??

I just finished Marathon/Monarch game and with a 1450 deadline conquests are rather straightforward and possible. The idea is to never declare on the newborn civs like Portuguese or Italians, but wait 10-15 turns. The only lack dependent part is Great Artist for second UHV. And of course, current China is broken, running at least one era ahead of it's time.
 
It seems easier to do in the 1.18. Celts are not nearly as hard as the Germanic Barbarians were previously and China was like 1.5x behind in tech the whole game. I opened with making a Ballista and conquering Greece - after that you're pretty much dominating the Mediterranean. Carthage collapsed after I took Sur in the Levant. Use galleys to transport armies faster and capture the remaining African and Egyptian cities. Also, abusing Athens and Amphipolis for GP tech bulbing was pretty helpful.
