Rome's UA

I'm surprised that Rome's UA is entirely based on buildings(extra 25% shields, hammers, whatever, when building a building in a city if it is already built in Rome). What about getting a break on road maintenance? After all, Rome is known as the road-building civilization. In fact, many roads that they built are still in pretty good shape today!

But their UU is able to build roads.
Ive only played one game and havent looked at the civilopedia or anythign but as far as I know I think they are the only unit in the game that can do this other than workers.

well, that's interesting. I wasn't aware of that. In light of that, perhaps they've included roads enough for me

and you need so few roads now that it would be a pretty weak benefit.
