I didn't read anything about this in the features that are known so far, so...
Genrerally speaking I am rather a sceptic when it comes to RTS elements in Civ.
But: Since cIV seems to pick up and use some elements from the RTS genre (like unit promotion), they should implement a truly useful feature:
(Re-)Assignable keyboard-shortcuts. For those who do not know how this works, in a RTS you can usually mark units or buildings and assign a shortcut with Strg+1 for example. Now when you double-press 1, the view will automatically jump to the formerly assigned unit/building.
I think this would be highly useful in cIV also, you can assign important cities like your capital or some bordertown to shortcuts, as well as units you want to keep an eye on. It also rids you of the sometimes tedious search for sprecific cities/units when your empire grew really big.
