Running Slowly On a Powerhouse machine

Hi, created a new account because no one seemed to be experiencing the same error, im on a very, very powerful computer that can run crysis on high, i've got plenty of ram, a nvidia gtx 280 (i think its called) but for some reason, civ 4 wont run properly. The menu is completely smooth, the cutscenes and videos are completely smooth.

But when i play the game it goes really really slowly, and the framerate turns super choppy, until i press escape, the menu pops up and everything that was on the screen becomes perfectly smooth again, until i close the menu and the selection icon reappears. Then its back to choppy ville.

This only happens in this game, Im a huuuuge civ fan and i can't for the life of me figure out why this is happening, please please help.
 
I'm having the same problem. I have the latest HOF mod loaded, but am playing a saved game from the previous version of HOF. Could that be the problem? I'm going to uninstall it and see if that helps.
 
Thanks for the responses. To summarize, I fixed this by completely reinstalling without HOF 3.17. I received several questions about the details of the problem, so I'll detail them here:

problem:I've been playing CIV4/BTS on this system for years, with no problems. HOF 3.13 was installed for some time, with no problems. I had to reinstall CIV4, BTS, HOF 3.17 and 3.13 installed on my system after a hard drive failure. The game took over 5 minutes to load and the main game screen was painfully slow. Up to 5 second wait just to select a unit. As others reported, there was no slowdown on the 'city' screen. This happened inside/outside HOF 3.13 and on new/saved games.

fix: I fixed the problem by uninstalling completely and reinstalling Civ, Civ4 patches, BTS, BTS patches, HOF 3.13 (in that order). I did not install HOF 3.17

I think my problem was related to having HOF 3.17 (bts)installed on my machine. I had installed it first and then went back and installed HOF 3.13 after because that was the version that my current game needed. I'm not sure if the problem occured because I installed them in the wrong order or simply because I had it installed, but it definately had something to do with the problem.

Now, I'm afraid to upgrade to it again, because the reinstallation is ridiculously complex. Having to install the base game and multiple patches (without the in game downloader working) and then repeating the process for BTS was very frustrating. Hopefully, I can get a lot of milege from my current installation.
