Runtime error - impossible to play Civ V

I already installed and unistalled six times this week, both Civ V and the entire Steam installation. Wiped out everything, removed all mods, unsubbed from mods, tried the offline mode instructions, nothing works. I just click load game and it crashes, it crashes hard. The game does not work anymore on steam and I will not buy Civ 6. Why they do this? Is there a solution to it?
