Rushing Game Speed Bug

This has been reported in two different forms (not sure which is correct)

1. The Gold costs for rushing X hammers changes based on game speed (which it shouldn't, the number of hammers needed for whatever it is already changes with game speed and your [gold per turn/hammers per turn] doesn't change with game speed)

2. The Population costs for rushing X hammers Doesn't change based on game speed for fast games (which it should, the number of hammers needed for whatever it is changes with game speed as does the number of turns it takes to get a population unit, so the population unit should be worth less on faster games)
