Russian version on US windows

My Dad gave me a copy of Civ4 for my birthday, but somehow he got a Russian version of the game. The menus are all in unrecognizable characters (though not Russian characters). I have entered the config file to set the language to English and I still get the funky characters. A few elements do appear in English, such as the menu when customizing a new world (ie "Archipelago, Continents, etc appear in normal English). The rest of the game is in the weird characters that make no sense.

Does anybody know if there is a way to fix this problem? Thanks!

AFAIK, there is no "russian" version of the game - there is an international version, and some people have done a russian localisation. Can I ask whether this is a legitimate (store-bought) copy? If so, I suggest you ask him to take it back and exchange it.
