Apparently you will be able to rename your faction but Im hoping that Firaxis will actually allow you to make a custom faction and even assign your own trait to it. To me quite a few of the Traits dont seem to gel with the factions back stories so this is how Id reassign the traits and why.

American Reclamation Corporation:
Cities able to send Trade Routes may support one more Trade Route than normal

Im not sure why they gave a corporation the Spying bonus to me Polystralias Trade bonus fits better with a money hungry corporation

Brasilia
"25% Defence bonus when defending cities and out posts"

After I sorted through the Factions traits I couldnt really find one which fited Brasilias back story so I made this one up seeing as how there main claim to fame is peacekeeping and protecting others.

Franco-Iberia:
Gain a free Technology for every 10 Virtues developed

I agree this one fits so saw no reason to change it

Kavithan Protectorate :
+10% Production towards Wonders, and +25% Worker speed

The in world write up for the Kavithan Protectorate seems to indicate a motivated and focused populous (In the article its Building colony ships) and I think this is more suitable then (Outposts develop into Cities 50% faster)

Pan-Asian Cooperative:
Units have +10% Strength in melee combat

In the revealed history so far PAC seems to have been the most militant theres been another Korean war and a war in the South China sea (More than likely over the Spartly Islands)

People's African Union: Outposts develop into Cities 50% faster
Barre spends quite alot of time in his article lementing that Africa never had the "Means of Production" and could only sell the raw resources to the other powers. He also makes comment that Africa is running out of resources at the time of the Seedings departure so its likely that he would take most of these educated people such as the Nigerian oilfields workers who will be useless to the PAU once the resources run dry, with him to the new planet

Polystralia:
+10% Food in growing Cities when Healthy

The Original one was ok with the extra trade routes but Polystralias back story is that they made their fortune selling food to the rest of the world. Also they sucessfully adapted to new growing methods after sea levels rose so I think this trait reflects there background better than the trade one.

Slavic Federation:
Covert Operations are 25% faster and cause 25% more Intrigue

The slavic federation gives off that old Soviet union feel with a dose of racial superiority I would not be suprised in the least if they had a KGB/Gestapo type organization and Covert ops definately feels more Slavic Federation then ARC

Which of course leaves the Slavic Federations old Orbital units trait unassigned. If I was designing a faction for that trait Id probably give it to some sort of Martian Colonist group maybe a group that rebelled against the Slavic federation on the Sol Colony worlds or another Corporation focusing on space travel.

For the ARC, the reason they have a spy bonus is because they made their money through some underhanded double-dealing; think about the fact that they had the FBI investigate them for carrying out 'Operation Riverboat'. The Slavic Federation definitely has the trappings of the old USSR, but they're making a point of cherry-picking parts of that to be proud of; the space program that kicked off the space race, definitely something to be proud of and model yourself after. The KGB and Gestapo? Something you pretend never happened.

The protectorate certainly had a sense of manic focus to its people, but that focus was almost exclusively on colonizing space. Once they get onto the next planet, who's to say that the fire should die out? To me, it makes sense that they will continue to have the same drive to expand and colonize more of a strange new world, although I know other people had issues with this ability.

The PAC didn't seem too much more militaristic than any of the other factions to me; Brasilia dealt with some many dictators, the Slavi Federation survived multiple rebellions and World Wars, and so on. But if any of the factions have the focus and diligence that you attribute to the Protectorate, it would be the faction lead by Daoming, who seems most single-minded in pursuit of her goals (which are multiple, as opposed to the KP's just wanting to colonize).

Apparently you will be able to rename your faction but Im hoping that Firaxis will actually allow you to make a custom faction and even assign your own trait to it.
It's highly unlikely they'll provide the infrastructure to do that in-game, but it can be modded in Civ5 and I'm pretty sure CivBE will be no exception.

me to.

'
they grow very quickly now and also in the future so their outposts also grow quickly.

so what has that to do with faster growing outposts? i thought maybe of like 2x as many strategic resources if that isn't too op.

both are good but i think the other one is better since trade is the same on both planets, farming not.

i don't know that was like 300 years ago. and they now want peace and that sort of stuf. i think the satalites are very apropriate with what the leader said.

I think the UA of the fractions reflect the vision of their leader rather then the geo-political history of their origin fraction. Thus we have satellite bonus with Kozlov with his background as a cosmonaut, and Sochua's expertise on science and administration means a focus on efficiency and optimization. Suzanne Fielding's interview also revealed that she is not above covert operations.

The fraction I am not sure about is Barre (The bio wrote him more as a millitary man and protectionist. which have nothing to do with population growth), and Kavitha (Practically nothing of her character can be inferred yet.)

Well protectionist wants to take care of his own people, meaning they have lots of the things they need. (like food)

The only things you see of your own faction are the special trait and the icon colors... if you can change the name of your faction and leader (which it seems you can), then you've just created a custom faction. I expect that changing the icons and colors are something you could easily do with a little XML editing.
