I would like to see a sandbox mode for Civ 6 where you can load a map or a savegame, add/delete cities, population, units, buildings, districts, wonders, enable/disable tech, change civic cards etc., try things and see how values like income, production, production costs, trade route yields, unit upkeep, city growth, combat strength, etc. change.
Sure, you can somehow do all this in the normal game by playing, but it already takes a long time to try out a single combination of wonders / districts placed around a city when you have to build everything ingame.
The tool should also allow to continue play the game and do ingame things like moving units, combat, process AI turn or calculate next turn without moving AI, etc...
The tool should allow to switch player, so one can view AI cities and see how AI players are using resources and what they build, or one can continue the game by taking over the AI's civ .
The tool should support mods so that one can easily test mods.
