Sanguine Pact Cannot Build Vampire Castle

Playing on iPad. I am in the Medieval Era. I have Sanguine Pact selected. I have a vampire unit. But he does not have the option of building the Vampire Castle. When I look at the Governor's screen, Raising Hunger is kind of dim compared to the initiation.

Sounds like you need to spend another gov titel to unlock t2 of the sanguine pact.
