Nope, sorry.
The dll remembers which filters are selected for each city within a game session, but it doesn't store that info in the save file, it's probably possible to make it do that, but there's no dll modder active atm.
There are a number of other places we need to have stored City preferences, so having such is on the list.
The other main one I can think of at the moment is for the Specialists (population) where we have plans to let you set the priority on what specialists are chosen and which should never be used (eg slaves). Similarly for setting a city specialization for the city governor to use and black/white lists for buildings and units in a particular city or all cities.
edit of course it may be possible to do something in Python using BUG's INI writing stuff. Just a thought.
