Save games progressively 2-4fps laggy in late game

I did a search on the forums and didn't quite find a matching issue, though correct me please if there is one.

Essentially my saved games are running slower and slower each time I progress and open up more territory. They are becoming so slow I'm estimating a late-stage game is now at 2-4fps, tops.

And lately on occasion the computer stalls permanently (appearing to lock the game up without any error messages). The early stages of the game wasn't this slow at all. Time between turns isn't that bad at maybe 10-25 seconds max.

I've turned down absolutely everything to low and even tried running the resolution at 1280x720, nothing seems to make much of a difference.

Here are my hardware specs (though the adjustments above put a performance source into doubt):

Intel C2D E8400
4GB DDR2 RAM
ATI 4850 512MB GPU
2TB Hard Drive
24" LCD Monitor

Game settings: Map size - Large, Civilizations - 5, City-States - 12 (about 2/3 the max potential)

Drivers and everything else is updated. I noticed CPU peaks at 97/98 under higher loads when moving around the game (which I understand to be normal), and the GPU at 70/80 percent max. Memory usage is 3.0GB of physical memory.

I'm a hardware enthusiast and this all tells me there's either an incompatibility somewhere that bogs down the late-stage saved games, or a simple bug that is causing some sort of memory leak within the saves.

Any ideas would be appreciated. I'm sure I could upgrade the hardware, but this is way beyond a simple FPS difference.

Revisiting the same areas forces a reload... areas not visited after a few turns are worse than those I return to more frequently.

I think the framerate/performance isn't that bad, at least 20-30fps if I DON'T move around... so it's got to be some problem with the textures having to reload all the time, for some reason. I can't believe my 512MB video card is the issue... especially when I test the game by turning down nearly every setting to Low with little effect :(.
 
...maybe the resolution of your monitor is the problem.
There are some reports that the higher ones do not work that well.
Can you test a lower resolution (just for testing; i know, it will look awful)?

Unfortunately as I mentioned above, resolution doesn't seem to affect it either. While 1920x1200 shouldn't do this, I turned it down all the way to 1280x800 at one point with Low settings. It seemed to help a "wee bit", but that might have been something else entirely :(.

Thanks for responding, I'm completely miffed at Civ V having this issue :(. I don't normally blame the game and all, but unless you can tell me my video card really isn't enough or there's some secret setting everyone knows about, something is wrong. I'm a hardware enthusiast.

Would someone want my saved game? Perhaps there's a memory leak somehow.

I am having the similar issue with an AMD quad core 3ghz processor, 8gbs of ram and geforce 460 1GB ram.

What is really odd for me is that I was lagging pretty hard, then I cleared a barb camp for a city state and the video lag cleared up and the game was silky smooth for a few turns. Then it returned...
