1) The scenario would commence in a Europe that finds itself weakend after the Thirty year's War (1648). The time limit would probably not matter, but I'm thinking maybe a couple hundred turns. The scenario involves a complete map of Europe including a wonderful separration of Turkey and the Mahgreb. This simulates the lack of unity in the Ottoman Empire at the time (since they are approaching their peak at this time). If connectivity existed, I believe they would be unstoppable.

Spain (including Belgium and Franche-Compté)
Poland (Unhistorically united with Portugal, but since Poland and portugal were both soon to be ended, and Spain and Poland are unlikely to be involved in any combat in Poland proper until the conquest of Portugal)
Russia
Denmark (united with Norway)
Sweden (including Swedish Pomerania)
Austria
Prussia and sphere of influence
Saxony (representing a non-existent league of Prussian/Austrian independent german states)
THe Papal States (including holdings throughout Germany and France)
The Helvetian League (switzerland)
Piedmonte (which has been given Sardegna and Sovoy before they historically gained control)
Venice (with rich trade holdings in the Black Sea...the possibilities with this nation are many...)
United Provinces of the Netherlands
You can clearly see the scope and possibility for conflict between the powers, and local and national predispositions in units and tech.
I wish there were events though, for example, the appearence of catholic partisans if any catholic nation delcares war on the holy see...will wait before an events.txt similar file comes out.
The scenario would have to be based on your nation. If Venice can increase her monetary domination she should win.
If the Ottomans sweep Europe
If France superceeds Spain as the continental power
If England forces a retreat of the papist forces in France and Spain...
If The small Italians and Dutch can stay independent by balancing the surrounding superpowers.
If Poland can remain independent and avoid partition (i would like events here)
If Russia can sweep through Berlin and Vienna....or increase her urban population and become a power...
If Sweden or denmark can settle the Scandanavian issue...
If Prussia and Austria can settle the German question while maintaining independence, political, military and financial, from the French or Spanish...
etc..
I wouldn't have a universal victory condition.
Resources would be heavy on luxuries, which would be dominated by the ottoman, venetians, and dutch and russians to a lesser extent.
Resources required to buil improvements attract me...I haven't put thought into it, but i would like to see them placed and limited enough to provide ample room for strategic war to seize specific resource objectives.
General Object? European Domination in one way or another, everyone is going for Gold, from the Elector of Saxony, to the Pope, to the King of England, to the Sultan of Turkey.
This is a BIG scenario. I hope some of you will see new possibilities, and see the scope of this one. The seventeenth century was one hell of a time, and i would (again) like an events editor to play with, so that it could follow history, changeable history. i.e. the partition of Poland would be proposed between Austria, Prussia and Russia, but Poland might be able to play them offf against one another... etc.
