I made a world map and placed out starting locations in Conquests, editing nothing else. Whenever I choose a specific civ too be in the scenario, it switches my start point with another civs start point. IE., I choose America, get Spains start, and Spain gets America's start. I can do this with all the civs, it switches me out with some other civs start. If I choose Japan, I get Romes start, and Rome starts in Japan. Is this a bug?
Don't have anywhere too put up images sorry. But I am able too reproduce the error, in different self-created mods.

Edit: Yes I have triple checked, all civs in the scenario that are supposed too be in there, are checked in the correct areas of the editor, and all the starting the locations are avialable on the map. I even tried it once with all the locations, plus about 20 extra blank starting locations, it does not solve the problem. I am using 31 civs.
And I tried Spain, guess what, I start in Greece, and Greece starts in Spain.
