Scenarios load additional civs

Hi,
as I'm trying to set up a new game with two popular Europe maps, I'm running into a stupid problem. Instead of loading the scenario with the intended (e.g.) 10 leaders, the game starts with ALL leaders adding more starting positions to the map. Consequently, I find e.g. Washington in Europe.

Maps, I tried:
Wallengrens Europe (v 8)

Play Europe (Brave New World Edition)

What I've done:
- yes, I clicked the "load scenario button"
- I tried it with both G&K and BNW - no difference

What have I done wrong?

In most cases, you need to load up through the Mods menu. You don't need to select any mods, just go through Mods and setup your game and click the scenario button there.

Thanks for the quick answer.

I did load the scenarios through the Mods Menu. Sorry, I forgot to mention this.
And I just found that I cannot see the "Custom Game" option for these maps. I don't know if this has anything to do with it.
