Scenarios with Inactive AI

I enjoy designing custom scenarios in Civilization III.
The map editor works fine, but when I try to play my scenarios, the AI players do absolutely nothing. It's as if I'm the only civilization on the planet. Any ideas?

What rules did you change?
 
One thing I've noticed is you have to give the AI a basic unit to build at the beginning of the game. In a normal game of Civ 3 that basic unit is the Warrior. As soon as the computer founds it's first city, it starts to build a defending unit (i.e. the warrior)--it must be programmed to do that automatically. I noticed that if a civ doesn't have a basic unit to build, then it's build qeue stays empty and never builds anything--no units, no improvements, no wonders, not even wealth-- even if it later acquires the tech for a buildable unit. It will still negotiate in diplomacy, declare war (even with no units), do research, trade, etc., but won't build anything.
 
I made Settlers cost 1 population point instead of 2. I made a few units, several improvements, and many wonders less costly (I halved the price of several Great Wonders and added to the effects of a few) and I changed the names of three ages ("Ancient Age" became "Ancient/Classical Age," "Middle Ages" became "Middle Ages and Renaissance," and "Industrial Age" became "Enlightenment and Industrial Revolution"). I changed the Babylonian civilization into a Spanish civilization. I changed "Despotism" to "Chiefdom" in the governments menu.

Hmm...with settlers costing only 1 pop. point, the AI should only expand more than they already do. The other things you changed shouldn't cause the AI to never expand. Are you sure that, when you start your game, you don't have the AI civs set to "none" on the setup screen? I don't even know if it's possible to be the only civ..what would be the point of that? The AI probably have one city each and are not expanding for whatever reason. If you're making a custom map, make sure you have the player starting locations on the map. Also, in the scenario properties screen, make sure the # of players is more than one, and all the civs are selected as playable. Hope that helps. I don't know what else could be causing your problems.
