The game has almost no events relative to research and the advancement of knowledge. As this aspect of the game is extremely important, I have developed these ideas over the last few decades playing Civ. As with my previous proposed Events, most are based on actual events in the real world. Some of them I was able to use in Civ by using manual techniques and World Builder. So, I suggest the following list of additional events.
A teacher at the School in [City] has developed a new more effective way of teaching children called the Montessori Method. Your aides have brought her to your attention and suggest that it could be quite beneficial to the Country.
1) Send the teacher congratulations and encourage to continue her research
2) Provide a grant of 100x Gold to the teacher to fund her research. The School in [City] gains one Science Point.
3) Order the program to be instituted in all Schools across the Country. All Schools gain and all new Schools start with one Science Point. Pay 800x Gold.
(MUST have School in [City])
The School in [City] has been experiencing serious drug abuse and violence by youth gangs. The public is clamoring for a solution.
1) Blame the problem on lax discipline and order the administrators to crack down. School does not operate for four turns. Suffer one Unhappy Face for four turns in [City].
2) Provide a grant of 100x gold to the School to finance better security.
3) Order the implementation of extensive social programs in the School to help disadvantaged students turn away from drugs and violence. Pay 200x Gold. Gain one Happy Face in [City] for four turns.

A professor at the University in [City] has effectively applied the Socratic Method to teaching classes. His method has generated much interest in the academic community.
1) Send congratulations to the professor. Gain one Science Point for the University.
2) Provide a grant of 100x Gold to the professor to continue the development of the technique. Gain one Science Point for the University.
3) Order the teaching of the new method to all the professors in [Country]’s Universities. Every current and new University gains one Science Point. Pay 800x Gold for the program.

A renowned engineering research professor at the University in [City] who is an important government advisor to the military has been caught in extensive plagarism and data falsification. The scandal has shocked both academia and the government.

2) Arrange for the professor to be fired and order a review of all of the professors work, costing 200x Gold. Lose two Science Points at the University for four turns. All military Jets are grounded for four turns for repairs.
3) Prosecute the professor and provide the University with 100x Gold in aid to improve research review procedures. Pay 400x Gold for repairs to all of the Country’s Jets.

A librarian in [City] has developed a new and efficient cataloguing system that has greatly improved the research process.
1) Dismiss the system as a toy for academics who have nothing better to do. All Libraries in Country lose one Science Point for four turns.
