Just as a head's up for folks, the extra attack range on the Hwarang is not real. Guessing it is probably intentional (and was probably nerfed pre-release) as that seemed quite strong, but the game guide may need to be updated.
There is a narrative event for Silla that grants either a free general or hwarang (such a hard choice!). The image associated is a hwarang. My army was four hwarang at the time, all had been fighting. I'm not sure what triggers it.

Yes I did, that's it! Awesome way to get a great general. Funny thing is that sanction finally pushed Lafayette over the line and he declared against me playing revolutionary Napoleon. So I got two commanders and four units in four turns all free. Since hwarang replaces ranged and cavalry, I got two hwarang in the second free commander.

I just started a game as them but I love that the first time someone declares war against you, you receive a free commander packed with units. I’m hoping someone declares war with me now.

Sanctions can make your dream a reality. One denounce and one military production sabotage when we were previously positive got Lafayette mad enough to declare. I think hwarang are the most tactics focused unit I've played with yet. True skirmishers, they can do so much (especially with the extra movement from Rev Napoleon) but they are squishy as hell. I lost a few to barb insanity before I even got into a proper war.
I tried Silla last night with Achaemenid Xerxes. The Hwarangs are glass cannons. They pack a punch, but you have to be careful about positioning. I had trouble running trade routes because hostile IPs wiped out two of my neighboring civs, so I barely had anyone to trade with until late in Antiquity.
