The thing is, Shiro, that in the Total War games the level of advance is usually determined by the buildings you have, not by a separate technology tree. Still the idea of rebelling is good. Could be tied in with events.

Yes that is a problem.
If its possible, the best way might be to give the rebelling civ the same advancement minus the one recent discovered, or two most recent discovered techs.
I am not good at programing, so I don't know how possible this plan is.
I've taken the decision to create a separate program for an editor, having the editor in the game has been causing too many problems for me. So I'm going to have to spend some time creating it. Bit of a pain but some thing that needs to be done.
