I always thought that Gandhi or Scotland will never attack you early on since it goes against their agenda: Gandhi (Never declares wars for which he can be branded a warmonger) and Robert (Will never attack his neighboring civilizations unless they break a promise to him).

Now, in my current game I thought I'd be safe even after he denounced me, but on T24 he declared a surprise war, long before it even is possible to break a promise.

So I'm wondering if we shouldn't take their agendas too literally or if it is bugged? The only other explanation I could come up with is that his no attack policy only affects his direct neighbors but everyone else is fair game?
 
I think you have to be really close to Robert to be considered his neighbor, and as for Gandhi it just means he tries to reduce warmongering penalties. It does not mean he is peaceful.
 
Nah. Scotland will do you dirty.

It's the same with Australia, who are also based around liberation yet are always the biggest warmongers in any game I've played.
 
All civs in Civ 6 have a hidden agenda: Opportunistic. If your military score is far lower than theirs, declare war. And this is usually the case on higher difficulties in the early game.
