Scout can't embark anymore?

I seem to recall that I could embark before, but I just found that my Korean scout can't embark. My other units have acquired the embark trait, but he did not

go inside your borders with the scout and he should pick up the embark trait.

I embarked a Scout in the Korean scenario last night, so it's highly doubtful they changed it for the base game.

If you have researched the tech and your scout (or any unit at that) has been outside your territory, it will not just get the trait. You will have to go back into your territory for the unit to get it. New units you build will automatically have the trait.

Units will receive the bonus after you put them within your borders after you researched the tech.
