Scoutless

I'm playing Persia in a Civ3 game and cannot build a Scout unit. I've built almost all techs in the Ancient Age and still Scout does not appear in my available bild list. Anyone else get this?

Also: what does the crossed-out-circle icon on Republic and Monarchy mean on the Science Advisor Tech display mean?

Persia isn't expansionist so you can't build scouts. You will never be able to with persia unless you mod it.

Crossed out circle?

The crossed out circle means researching that tech is not necessary to get to the next era.

The crossed out circle means that you don't have to research that tech in order to move onto the next age. So in the Ancient Age, you don't need to research Monarchy or Republic to advance to the Medieval Age. You have to research all the rest of the Ancient Age techs in order to advance to the Medieval Age though. You'll see those crossed out circles in every age except for the last one. Same rule applies for all them: don't need those techs to move on to the next age.
