Wow, Great Library has become much more worth pursuing. Nice buff!
 
Most things got buffed except Carthage which got nerfed. TBH on larger maps the extra trade routes Carthage gave was a bit crazy...crazy fun OP :D
They nerfed trade routes across the board. -60% gold buy is nothing to sneeze at though.

I hadn't paid attention to the wording before now. At "0.5 Loyalty per Citizen per turn + 20 Loyalty when finished" it seems the worse your production is, the more Loyalty you'll gain since the project will be "active" longer.

Yep, I missed the "per citizen". In any case, the final boost becomes irrelevant (unless for city flipping interest*), and the main idea is to keep a constant loyalty source to keep the balance (but at the cost of not producing anything), by reruning the project.

*For city flipping it can help. As I commented in the Mapuche thread, when you are slowly building a rebellion in an enemy city, having an immediate boost can help you gain some vital turns, because the extra loyalty you produce is uncountered.
(i.e. you are slowly rebelling a city by having it a balance of -2 per turn, thanks to the project. To reach 20 to 0, it would be 10 turns normally, but only 5 turns if you trigger an extra -10** on the fifth turn).
