Scrolling screen and slowed down game

Hi folks;

I've just received Civ4 and it's a real pleasure to play with it. I've however met 2 issues that are painful to live with:
-the screen keeps on scrolling the map, I can't have a steady fix on a point.
-the game is slowed by this.

Any idea on the way to overcome this?

This happened to me three or four times while playing, where the screen would start scrolling to one direction on its own and no matter what i do it wont stop. I just start moving my mouse like crazy and clicking, after a few seconds it stops and i regain control. But I have no clue how to fix it since it doesnt happen permanently with me.

this auto scrolling happened to me when I had my tv plugged in my svideo output (9800pro). Never seen it after I diabled the second screen

My screen is the only thing plugged. I doubt it's a modem issue. Nice to see I'm not the only one bothered.
