Sea levels

I was thinking if there's some way to change water tiles to land and vice versa, to mimic the changing sea levels of the ice age or industrial era. So you could have rising sea levels triggered by someone discovering Steam Power or somehing. I have no idea about modding but maybe it's like the global warming in the game already where tiles change to desert? Something like this would be really cool.
