It works the same as automated explore for scouts. For example, a trireme can't move more than 2 tiles per turn when automated. I don't know how far away from your territory the unit is allowed to go.
IIRC Sea Patrol covers the tile the unit is on and the 8 adjacent tiles. If an enemy ship enters one of those tiles, the Sea Patrol ship will attack it.
Not the same as auto-explore, unless I've misremembered.
