I didn't have any saves that showed a seafaring civ spawning off-coast, but that doesn't mean anything.
Try this biq on a tiny map. I made it smaller, 20x20, with max civs. Seems to me the starting locations get placed with the civs('s traits) in the game being considered.
Edit: well, .biq is not a supported file type, but it's an easy enough one to make and play a few test games (remember to use debug mode from the scenario settings).
While i cannot confirm having seen it, i do recall that it is supposed to be a possibility. There is no guarantee for seafaring tribes to start at the coast.

Btw.: It seems a screenshot attached to post 1 of this thread, at least on my pc, is not appearing any longer. May be it was lost in the CFC transfer. My reply is only based on the descriptions in the texts of this thread.
