Selling city improvements

After a Wonder is built that puts the same improvement in every city(e.g. Art of War - barracks) is there a way to sell off the existing improvement in all cities with a single command or must it be done city by city. The manual states that the option is available within the city screen by right clicking an improvement but that is not true.

No, there is no way to sell the building in all cities.
No, I don't understand either why this feature who existed in Civ2 and AC has been left out.

It's weird. Sometimes it works just like it's supposed to. You zoom in on a city, right click an improvement, and up pops a little menu with two choices. Sure enough, the second one is "sell improvement". But, sometimes it doesn't work at all. You right click on it, and nothing pops up. I haven't yet downloaded the 1.21 patch though, so maybe it's fixed in that, but I do know that sometimes you can sell an improvement.

woudn't you have to sell the improvement before the wonder puts a 'phantom' 2nd one?

As far as I can tell, you have to sell the existing Barracks (for example) BEFORE completing Sun Tzu.
So keep an eye open for when the Wonder will complete...
And swear profusely when the AI beats you to it by 1 turn...

If you right click and the sell option does not appear it means the improvement is being supplied by a WoW.
You do not have to sell improvements before the WoW is built though it is easier to do so. That way you don't run into the issue of not seeing the sell option and wasting time in the city screen.

There is a big bug there, I often can´t sell Aqueducts in captured cities but i do have to pay upkeep, but it doesn`t affect Wonders AFAIK. Just sell the imp before you get the Wonder.
