Sengoku strategy

Ok, I hate this scenario but it is the only one I haven't competed yet. I am playing on Monarch and tend to do well as far as techs/military/territory go. But, every time I play I lose to the civilizatiojn who researches the civil council (I think thats the right wonder) and then calls an election where he proceeds to obtain all the votes and wins. I must be missing something, what is the trick to this scenario?
 
Get all (or most of) the other Warlords to like you.
A) use military alliances against the greatest enemy
B) pay them a lot
C) MPP

You got to get the majority to side with you.
 
I never had too much problem with this, however (and forgive me if I use the wrong names - it's been a while since playing this scenario) I research the techs mainly to make my leader/sho-gun (or whatever) stronger, and use him on the attack. He will defeat most of the oponents.
 
The obvious answer is to try to get to Diplomatic Finesse first and build the War Council (or whatever it was called) before anyone else can. I've played the scenario multuiple times on Monarch level and have always managed to build the War Council easily. The AI tends to focus more on the military techs thankfully.

Next time you play the scenario, research straight toward Diplomatic Finesse (or Philosophy and take Diplo as your free tech). If you're good with Monarch level, it shouldn't be that difficult.
 
I wasn't able to stop someone else building the Council, but was lucky that by the time it was built I had about seven armies, and was able to tramp over to that City and Demolish both City and Council.
 
Shoot for the diplomatic council and build it. Then it's up to you to decide if you want a diplo win or if you'd rather take your time to dominate them all :)
 
I was building the GL and researched diplo finesses in time to switch builds. I won with a vote.

This one is the most difficult, imo.
