This is an example which just happened to me:
In the RaR-Mod, Feudalism makes the improvement of worker housing obsolete. As I was constructing a wonder in my capital and this was estimated to be finished at the same turn, you can imagine about my surprise that I was short by 3 shields suddenly and then out-raced by another nation.
I don't complain about not getting that wonder, but I think that the way calculations take place should be more consistent. As this has happened in the inter-turn phase, there is nothing you can do about it. You just are hit unprepared by this.
The obvious solution would have been to lower my science rate in the respective turn, but this requires again some absolutely unnecessary micro-management.
I would suggest that you get all your production/wealth/science and whatever you try to gain before any changes which are not triggered by external actions take place.
I remember similar incidents in the past and I'm pretty sure not to be the only "victim" of this sequence of calculations.
