serious loading and lag issues

I've been playing C4 for a couple weeks now and it's just a nightmare o play.

from starting the game up to creating a new game. As well as waiting for the next turn and even moving the map with the mouse or the mini map all take forever.

I've attached my dxdiag, as that seems the thing to do from browsing these forums. Your help would be greatly appreciated.

Is that a design issue that can be solved later with a patch, or is the card old or what?

I hope i wont have the same problem, because my game hasnt been working right either
