Serious Possible Facism error/fault

I'm suggesting this is a fault because for the life of me I cannot figure out how this situation could occur if there wasn't a fault.

In my game Rome (Facist gov) is ahead by at least 5 tech's now despite the fact that they have literally come from nowhere over the last 60 turns or so.
So i've been paying a lot more attention to investigating their cities lately.

They have had (since i've been looking and its been at least 40 odd turns) CONSISTENTLY without deviation 100% science, 0% tax and 0% luxuries slide meter.
YET they have a treasury that fluctuates between 12,000 and 25,000.
I suppose this COULD be explained by another huge powerhouse who has ample money gifting them this cash for tech's (but the civ i have in mind i don't believe can prove the tens of thousands in rapid amounts we are talking).

But lets assume that he is being given cash for tech's no worries.

What becomes the weirdest part is I was starting to apply some of the "Banker Theories" i've been reading to cripple this civ a bit. Anyways for ages he wouldn't accept anything for GPT because he clearly had no GPT because of 100% science slider.

Yet just then he agreed that it was ok to pay me 60 GPT for 2 Luxiries. I'd rather give luxuries here than more thousands of gold to finance his war which he is unfortunately starting to win.
So logically i assumed Rome had tweaked the sliders to maybe 50% tax 50% science and that was why the sudden ability to give me GPT deals.

Investigated city. Still 100% science....

What gives?

And the premise for me that one civilization (because there is only 1 in the game aside from me that could MAYBE and its a BIG maybe do this) is gifting rome HUGE wads of cash (tens of thousands) as well as GPT in large 60+ amounts is just not possible at all.

So what you guys think because it really really looks like a flaw/error to me here.
 
That's the usual way the AI is researching - the tech leader does all the work, the others fuel him with their entire income. It isn't rare that even a pretty tiny Civ with a good research capacity does that job. And if Julius suddenly had cash avaialble, well, that only means the otheres were paying him even more. That Civ first to Nationalism is a good candidate to run away.
Oh, and silly question: C3C 1.22, or unpatched?


That exactly is what the human player needs to prevent.
 
Hmm, being the powerhouse and bankrupting other AIs can make an AI civ insanely rich, especially on higher difficulty levels.However, this was even more extreme in unpatched Conquests, with the doubled-GpT-bug (every GpT deal gives doubled GpT income)...are you using Conquests 1.22?

Edit: Beaten by a minute...like it is in most cases, when DocTS and I'm browsing the same forum and post in the same thread ;) :D
 
Patched up 1.22 Conquests.

I agree with the Doc that if you are a tech leader AI will finance you which only propells you further.

But this situation isn't normal. Its downright weird and just doesn't make logically sense given the situaiton.

Rome has been at war for well over 100 turns now consistently in pretty much a stalemate.
Slider is 100% science which means NO income at all which is fairly obvious.

Yet he has like 25,000 worth of cash which is somewhat explainable.
Now there are only 2 civs in the entire game that could afford his tech's with wads of cash or GPT and thats me and the Inca's.
I hate rome because I don't want them rising above 2nd rate power.
Inca's have in the coffers about 2,000. Now for arguments sake lets just say that Rome has wads of cash on hand because other civs bought the tech's, fair enough makes sense.

What doesn't make crucial sense to me is his sudden ability to afford GPT deals when previously for last 40 odd turns totally impossible.

And from my perspective it doesn't seem possible that room is on 100% science and recieving both large GPT deals and huge wads of cash from other civs.
Because aside from me there is literally only 1 civ left in the entire game that could even remotely afford this largese.
The rest are bankrupt primarily due to me.

But sorry if this seems obvious to others but for me it just seems really really weird.
