Settle promise bug

Recently I noticed in some games that I mysteriously get these "you promised not to settle, but you broke it" diplo hits or the similar no buying tiles promise. Except, I never promised anything and also didn't build city/buy tiles. Has anyone else seen it? It seems to happen after I load up a game

Did the leader come up to you and say "Please stop settling cities near us"/"Please stop buying land near us"?

Even if you say you will not it will say come up with the 'broken promise', and it will only come up on yes if you do so.

No nobody even asked me, which is why I think it's a big when I saw the line in the tolltip
