6 wouldn't be used as a builder, it's basically there for a land grab (resources included with expansion) and growth. It may not be a mega-metropolis, but it will be prominent in the area.
I believe that in this situation, settling site #6 is a must. Doing so would deny the AI any acceptable city site north of the mountains except the tile 3 NE of Satsuma. To ensure that we secure that site we must move the placeholding pikeman 1 tile SW of its current position, since if the russians are attempting to secure the iron this will leave them only one adjacent tile on which they will be prepared to build - keeping #6 outside of their cultural borders.
After sending a settler out to there, I think we should start thinking in terms of damage control. As far as I can see we are just going to have to live with the fact that we are going to lose most of those nice grasslands around that solitary mountain, there are simply too many bands of settlers for our units to block given the ongoing war. I think the best plan would be to place a city first on site E and then on site F on this map. This will keep the AI from grabbing more than one of the 4 shielded grasslands in that area and buy us time to backfill our territory effectively.
Alright, here's a map in support of Eklektikos' proposal above. The Yellowish arrow shows the movement of the Pike 1 tile to the SW. Ironically, the first city we wanted to place will take the longest to get a Settler to. It takes 5 turns from Naerva, Valhalla, and Kuhkaff. We'll send the Settler from Naerva. Location "D" in Ek's proposal will require only 4 moves for a Settler rushed in Bavaria, as will a Settler rushed in Kuhkaff to get to 4a. That's the three main cities mentioned in the proposal. We can still rush a Settler in Valhalla to place elsewhere (the Diamond Mtns?), but it's not in the proposal.
I plan to poll on this tomorrow just before 3pm GMT to allow a reasonable running time for the poll and also time for further suggestions to be posted here.
