The official rules as per wiki:
"The one main restriction is that you cannot build a city within 3 hexes of another city or adjacent to another Civ's City borders."
Reality:
You can build cities next to other civs and city state cities borders, on top of that, if the other civs tiles are 4 or more tiles away from city center(non workable territorial tiles you start gaining once the city runs out of all neutral tiles within 3 hexes), your city foundation culture bombs such tiles, even allowing you to capture resources.
Furthermore, you can build a city within 3 tiles, as long as there is no land connection between these cities, like on a nearby island.
Bug or feature?
If feature, I would like it to be reverted to as per original wiki.
Only mod that is active is 8 ages of pace, however I have seen this on vanilla games and previous versions of the game, so neither current version nor mod seems to be relevant.
