Maybe you have a cracked version of the game? Are there legal copies for sale in Uzbekistan?

Do you have any mods installed? If so, are they compatible with the version of the game you are running? I have read of quite a few odd things happening where (old) mods are used with an updated game version.
No idea if this this is the cause of your movement problem but worth looking into maybe?

First try is to do a complete reinstall. Uninstall the game, remove all of your mods (everything in My Documents/My Games/Sid Meier's Civilization IV), then reinstall.
If that doesn't solve the problem, I'd give up and play something else. Or get another copy of the game, maybe yours is counterfeit or corrupt in some way.

One way I think you can get problems like you described is if you're using a mod designed for an older version of the game, with a more current patch.
