While Zara has Da-3N1W, we can gift her Medina. This would allow us to stay at war with Sal (without having to defend Medina), long enough to raze Kufah, setting up our path to Damascus.
Before Medina comes out of resistance, we re-capture it and also raze Da-3N1W, giving us 20 WarSuccess, in case we need to CF with Zara at some point.

That's her iBaseAttitude, but Noble and above has iAttitudeChange of -1, iiuc.
Not sure on the settler yet, but if we do it, maybe we don't raze it. We might want to get rid of Medina again. Or do you see it as a forever city?

Once we've given Medina to Zara, she'll take it again and again, without being within 9.5 tiles.
The problem with 3N1W is that we can't build a fort there if it's settled.

We need to think in terms of which cities will be our core cities. High preference goes to cities that start producing sooner and have tons of food. We can also look for a GP Farm or two. Damascus is great, either as a GP Farm or a 58base-hpt with Moai at pop20.

Anjar is -40% better than DaGift, plus whatever the culture percentage still is, minus the small distance percentage. That spy in Anjar should stay there. He's there for Calendar.
There is a spy in FC and one to his south on the galley. Both can arrive in Nubian this turn and be on the galley T170 at Da, as you wrote earlier.
