Surely makes sense. When at war and city threatened, there's probably a check for non-military builds to see how close to finishing they are. If not <= 3t, change to a military build. Infinity >= 3t. Voila.I just ran a funny test with one of my old SGOTM21 test saves.

- I bribe them into anarchy. (They are now xx turns away from finishing TO)
- DoW. Threaten city.
- They switch to building something else.

I calculate Aksum will be producing 75hpt for units in a GA. That's 1 unit per turn. Plus, he could switch to Nationhood+Slavery and then it's 2 per turn. Aksum could become impossible to capture.How important is it to keep Zara from finishing Taj?
