Shadows Question

I am at peace with my two remaining opponents, but one of them (or both) keep sending shadows into my land and attacking my units. When I discover them, I can only attack them with mercenaries. Furthermore, my shadows don't seem to be able to attack my opponents units. What is going on?

do they have council of esus? are you sure that its not barbarian shadows?

I looked at the units promotions and hidden nationality wasn't listed. Even so, shouldn't I be able to attack them with normal units? And why can't I use my shadows to attack units?

shadows aren't hidden nationality usually, so you shouldnt be able to attack people you're at peace with with them.

it should say who owns the shadows that attack you (you'll get a message like "A barbarian shadow has killed your.."), if its not barbarians then im guessing the enemy has council of esus.
