Shaka is the 1st to discover liberalism??!

I've had a game where Shaka didn't really seem to declare war on anybody. He had happened to create a large empire without war - and was in the lead as far as technology went. It was weird... because everybody in the world loved him. He probably could have gone for a UN victory, haha.

I make it one third, not 40%, have I missed something?

If city maintenance is X and Shaka has his UB and a courthouse built, he pays .3X when his rivals are paying .5X for cities with courthouses.

.3 is 40% less (i.e. 60% of) .5

Oh, I thought the Ikhanda gave -25%, not -20%.
