Should I culture bomb?

I was asked to look into the diplomacy modifier for this because it did not seem to be decaying

you get -10 for culture bombing a civ with either Poland or Oz
The modifier as shown in diplomacy_modifiers.csv indicates it decays 1 point per 10 turns but it does not, if it did it would be a little harsh but OK.
Having played for near on 200 turns and culture bombed in turn 40 I still get a whopping -10 for culture bombing a civ and no decay.
Culture Bombs do not stack either. IMO they should stack but also degrade.
There is not an option to promise not to do it again either.
Its a shame Jadwiga cannot culture bomb with an Alcazar

My advice is do not, its either a bug ir a useless feature unless being rather uncool IMO

In this case I should really be at +7 not -3 with Peter and that would allow me to work toward being friends but the -10 just makes it all too tough.

If you have not seem this in action here is a before and after wth a miliatry engineer building a fort
It will not take districts or wonders but you can see here it will take tier 1 tiles

However when I bomb here the jungle does not become mine because it is more than 3 tiles away from my city

Is it just me or seeing you culture bombed me as a reason is like breaking kayfabe in wrestling or telling a kid santa isnt real using the christmas lights . We all know what it is but I dont want to see that spelled out ingame.
On topic : I avoid using it offensively/greedily anyway but if you are right then it should be better integrated or removed altoghether.

What does it matter when they would instead call it "you stole our land"?

I actually agree with this. It's a sort of "slang" description of an in-game mechanic, it doesn't sound good as something an actual CIV leader says. Not important of course, but as a minor detail I'd say It does sound weird.

Regarding the initial question, it looks like it is, indeed, bugged. But in any case, diplomacy is largely irrelevant in this game, so I'd say getting a tile from a close enemy will be worth it in general. Especially if it's a strong AI.
