Because, as far as I've seen, units that don't receive defensive bonuses also don't receive defensive penalties so they're pretty solid on open terrain. With rough terrain promos, they're extremely powerful on rough terrain as well.
The city-attack penalty is sorta bad for tanks but it doesn't make them unusable besides the fact mech. infs come fast enough and are a better deal.
Wait...58% penalty? The defensive modifier for units not receiving a bonus on that terrain is 0% and on open terrain its 0% as well, isn't it?
The problem is that attacking in open terrain, the units are pretty dominate and dominate further after a few Drill promos everywhere.
Edit: And for the record, I'm not saying there should be anything steep like a -33% penalty. Just a -20% attack penalty so a single Drill promotion can bring the unit back to a regular level of attacking but still wouldn't be competitive to melee troops who are meant to take the rough ground.
