Sometimes I have no use for paper. It may be because City States are very far, or because my emissaries are not very efficient, e.g. not upgraded emissaries, or just not pursuing diplomacy via City States. Or even warmongers might prefer to conquer them instead.

In such a case maybe paper can be traded as valuable strategic resource, like iron/horse/uranium. Since it is rare resource should have high value on the market.
 
It used to be and you could bankrupt the AI because they wanted it very badly and would pay a premium for it. Conversely, if you have money to burn, you could buy up all the AI paper and prevent them from sending out diplomats, which the AI wasn't smart enough to see the trap.

It better as it is now. There are fewer unintended pitfalls.
 
I remember selling paper for ridiculous prices for it. They'd even trade tech for it. Was a bit cheap yeah, much prefer how it is now
