Should the next cities be part of Bohemia Provice? Citizen Discussion encouraged

GI we had i think 11 or 13 provinces in our last game all with about 5,6,7 cities in each cept one which i dont know why was another province so it is easy to have loads of provinces

Yes, but I think the capital province as kind of special. It shouldn't extend out to much. I would like Bohemia similar the Discrict of Columbia. The other can look more like provinces. The capital province is an important one. Small or not, people would want to govern it.
