Has anyone used the Civ Editor yet? I know this is a dumb question, but in order to understand what I'm about to ask you will have to have used the Civ Editor. Now, When you go the the Civilizations tab and look at the Preffered from of government and the so called "shunned" government the AI will ALWAYS ignore this and choose democracy. This is irratating because you can't make a realistic world when the Russians are a democracy even though this form of government is shunned. What the hell is the point of having this feature if it doesn't work? Hit me up chargerfan5@home.com
