Trade embargoes against a nation can literally shut down the nation and release a wave of propoganda due to the lack of luxuries.
To shut down a civilization from trading by road, pillage all roads going to the civilization and put a unit on sentry over there to make sure the road is not rebuilt. Make sure to pillage atleast 4 tiles of the road to ensure that if the sentry unit is killed, you will have time to send another unit before the entire road is rebuilt. If you see a worker approaching the road, capture it, and consider yourself lucky to have such careless enemies.
To blockade a harbor, you must put a naval unit on every square of sea that touches the city. Please note that in a naval blockade, you should have another ship ready behind the blockade to sink any ship that manages to break through the blockade. Blockading all the harbors in a civilization is basically like having every civilization sign a trade embargo against that blockaded civilization.
You may notice, however, that this will expend a lot of sea units, and cost the pillaging of roads that take atleast 50 turns to completely rebuild. However, it is your enemies loss, and if they are still alive after the war, you will see them sending nearly all their workers to quickly rebuild the road so trade may start again. If you feel lucky, go take those workers (usually 5 workers total) and start another war with the same technique.
