You need not sign up.
Just download the initial save when it's available, play and submit.
The save-available thread is in the making and will be posted tonight -CotMs run from the 1st of each month to the 1st of the following.

There are also GOTMs from 15th to 15th, that you can play in Civ3 ("vanilla") or PtW.
